SPECIAL   SIGNAL   FLAGS Special signal flags (figure 16) are used to attract attention to special operations or to request assistance. Frequently  they  imply  the  necessity  to  stand  clear  by an  approaching  vessel,  so  it  is  important  to  recognize and report them quickly.
