Recommendations  may  be  sent  by  message  or telefax only in the most unusual circumstances when the importance of a timely presentation justifies special handling. Recommendations are directly addressed to the awarding   authority   having   jurisdiction   over   the individual at the time of the actor service. Copies of the recommendation  should  be  provided  to  commanders  of intermediate echelons in advance as they may make comments,  if  desired,  to  the  awarding  authority. It  should  be  noted  that  comments  by  the commanders in the intermediate echelons need to be made  only  if  there  is  disagreement  with  the  award recommended.  Concurrence  with  the  recommendation, as written, is presumed if no comments are made. AWARDING  AUTHORITIES Awarding authorities, which are listed in appendix B to chapter 1 of SECNAVINST 1650.1F, may take one of  the  following  actions: Approve or disapprove the award Approve a lower award Approve  a  higher  award,  if  empowered  to  do  so, or recommend approval of a higher award to the appropriate  awarding  authority Return   the   recommendation   for   further clarification  or  justification PREPARATION OF LETTERS OF APPRECIATION AND COMMENDATION Other methods of recognizing your personnel are through the presentation of letters of appreciation and commendation.  Prepare  a  letter  of  appreciation  or commendation  to  recognize  an  individual’s  noteworthy accomplishments. Letters  of  appreciation  and  commendation  are normally prepared and issued to an individual at his or her  command.  However,  in  some  instances  like  letters of  commendation,  it  is  not  unusual  for  COs  to  request that their immediate superior in command sign such letters or citations. Sometimes,   however,   you   may   feel   that   an individual deserves more than a letter of appreciation or commendation.   You,   as   the   supervisor,   should recommend an individual for an award, such as a Navy Achievement  Medal,  to  your  superiors  for  their consideration.  Make  sure  you  provide  them  with sufficient   justification. If  your  workers  perform  superbly,  recognize  them for it. By recognizing them, you show them that you appreciate their efforts. If a letter of appreciation or commendation is not warranted, you may still recognize them by publicly praising them for a job well done. SOURCE DATA SYSTEM The Pay and Personnel Source Data System (SDS) is an automated information system that provides the Pay  and  Personnel  Administrative  Support  System (PASS),  the  Geographically  Separated  Site  (GSS) offices ashore, and the personnel and disbursing offices afloat  direct  assistance  in  the  performance  of  their missions.  Through  the  combination  of  data  processing and  communications  facilities,  SDS  supports  field  pay and  personnel  management  in  three  different  ways: 1. Helps the field prepare and send necessary data to  headquarters  in  reduced  time  frame  with  increased accuracy.  By  sending  data  that  affects  individuals,  in reduced  time  frame,  customer  service  is  substantially increased. 2. Provides the field with an opportunity to receive timely feedback from the Bureau of Naval Personnel (BUPERS) and the Defense Finance and Accounting Service  (DFAS)  -  Cleveland  Center,  Cleveland,  Ohio. 3. Provides a variety of data storage and retrieval capabilities to support the local information needs of the field offices and their customers. Whether located on a ship, in a PASS office, or GSS, users of SDS operate the system through video terminals and printers located in their workspaces. On a ship these terminals are connected to onboard SNAP I and SNAP II  computers.  Terminals  in  PASS  and  GSS  offices  are linked  by  telecommunications  to  computers  located  at regional processing centers such as naval computer telecommunication stations (NCTSs), formerly Navy regional   data   automation   centers   (NARDACs). Telecommunications  also  link  these  regional  processing centers  to  the  headquarters  pay  and  personnel  systems. The pay system, known as the Navy Joint Uniform Military Pay System (JUMPS) is managed by DFAS - Cleveland  Center.  The  personnel  systems  include Manpower,   Personnel,   and   Training   Information Systems  (MAPTIS)  and  the  Inactive  Manpower Personnel   Management   Information   System (IMAPMIS) and are the responsibilities of BUPERS. 1-7
