PROFESSIONAL DEVELOPMENT EDUCATION
PROGRAMS
Well-educated, career-minded people are in great
d e m a n d i n t o d a ys r a p i d l y e x p a n d i n g a n d
technologically advanced Navy. The complex
weapons systems in the Navys ships, aircraft, and
submarines are marvels of high-tech engineering.
They need specially trained and educated people to
operate them.
T h e N a v y h a s a v a r i e t y o f p r o f e s s i o n al
development programs available to qualified officer
and enlisted personnel. The programs are designed to
help Navy people further their education and
professional competence.
The following enlisted education programs are
discussed in this chapter:
Broadened Opportunity for Officer Selection
and Training (BOOST)
Seaman to Admiral Program (STA)
Enlisted Commissioning Program (ECP)
Naval Reserve Officers Training Corps
(NROTC) Scholarship Program
United States Naval Academy
Uniformed Services University of the Health
Sciences
HealthCare Administration Section of the
Medical Service Corps USN
Physicians Assistant (PA) Program
Medical Enlisted Commissioning Program

EDUCATION PROGRAMS AVAILABLE
TO QUALIFIED PERSONNEL
Learning Objectives: Identify the various programs
available to qualified enlisted and officer personnel to
further their education and increase their potential for
promotion.
Education programs provide enlisted and officer
personnel the opportunity to further their education.
Additionally, education programs increase their
potential for promotion and expand their professional
status. The minimum requirements and application
procedures for each of these programs are provided in
the following paragraphs.
BROADENED OPPORTUNITY FOR
OFFICER SELECTION AND TRAINING
The Broadened Opportunity for Officer Selection
and Training (BOOST) Program offers enlisted men
and women a comprehensive program of academic
training which prepares them for the successful pursuit
of a Navy or Marine Corps commission through the
Naval Reserve Officers Training Corps (NROTC)
Program or the United States Naval Academy
(USNA). It is designed to accomplish the following
goals:
Prepares selected applicants for entry into the
NROTC Scholarship Program, NROTC
Scholarship Program Nurse Corps Option, or
USNA. Each BOOST graduate is offered an
NROTC Scholarship or an appointment to
USNA, depending on individual qualifications.
Provides an upward mobility opportunity to
persons who have demonstrated qualities
necessary for careers as Unrestricted Line Naval
Officers or as Nurse Corps Officers, but whose
past academic performance does not qualify
them for immediate selection into an officer
accession program. Interested minority
personnel are strongly encouraged to apply.
