R E L E A S E R –   When   it   relates   to   message preparation,  the  message  releaser  is  a  properly designated  individual  authorized  to  release  a message  for  transmission  in  the  name  of  the originator. In   addition   to   validating   the contents of the message, the releaser’s signature affirms  compliance  with  the  message  drafting instructions contained in the NTP 3 and related publications. Also,  the  releaser’s  signature authorizes  transmission  of  the  message. RESCORE–   Recruiting  Selective  Conversion  and Reenlistment    Program. The   RESCORE program   offers career   incentives   to   Navy Veterans   (NAVETS)   who   reenlist   after   a 24-hour  break  in  service,  career  incentives  for conversion  to  ratings  that  are  undermanned  as reflected  in  the  Career   Reenlistment   Objectives (CREO),  OPNAVINST   1160.4. RESFIRST–  Reserve  Field  Reporting  System.
