(3)  Making  determinations  pursuant  to  this  instruction  and  18 USC 208(b) with respect to disqualification of personnel within his organiza- tion  from  performing  duties  in  which  they  have  conflicts  of  apparent  con- flicts  of  interests. (4)  Ensuring  that  Reservists  detailed  to  perform  active  duty  for training  at  his  organization  are  assigned  duties  which  will  minimize  the possibility  that  they  may  obtain  information  that  could  be  used  by  them  or their  employers  to  gain  an  unfair  advantage  over  civilian  competitors.
