REPORTING PROCEDURES
PARS reports will be submitted quarterly to the
appropriate FLTCINC postal officer. Reports must
reach the FLTCINC by the 10th of the month following
the end of each quarter. The reporting quarters are as
follows:
1st QuarterOCT - DEC
2nd QuarterJAN - MAR
3rd QuarterAPR - JUN
4th QuarterJUL - SEP

Appendix 4 of this TRAMAN or to the NPFO
Handbook.
POSTAL ASSISTANCE ADVISOR
The Postal Advisor Program operates in
conjunction with the Navy Command Inspection
Program, SECNAVINST 5040.3A, and the DOD
Postal Manual, Volume I. The Postal Advisor Program
supports the Postal Agreement between USPS and
DOD.
Postal advisor billets are under operational
control of CINCLANTFLT, CINCPACFLT, and
CINCUSNAVEUR.
The purpose of the Postal Advisor Program is to
assist commanding officers in the evaluation of daily
postal operations and to provide technical training to
