duty officer application only. This determination is
required to prevent unnecessary waste and avoid
ordering examinations in excess of expected
requirements.
List examination requirements alphabetically by
rating, including examination specialties; for example,
AWA, TMO, ATI, in examination orders. After you have
done this, send the examination order form, NETPMSA
1418/6, in time to reach NETPMSA no later than 2
months before the examination date.
Commands that maintain the service records for
other activities are responsible for ordering
examinations for those activities. Examinations for
activities serviced by a personnel support activity
detachment (PERSUPPDET) are shipped to that
PERSUPPDET.
Due to the unique operations of nuclear submarines,
the following procedures apply:
Nuclear powered fleet ballistic missile
submarines (SSBNs) and nuclear powered attack
submarines (SSNs) order regular examinations as
outlined previously and in BUPERSINST 1430.16D.
If the operating schedule prevents receiving
regular examinations before deploying, or receipt of
regular examinations is questionable, substitute
examinations may be ordered for administration during
patrol. If substitute vice regular examinations are
desired, the NETPMSA 1418/6 form must be sent to
NETPMSA under a letter of transmittal specifying a
deadline delivery date.
Nuclear submarines deploying before receipt of
any examinations must notify NETPMSA of nonreceipt.
Substitute examinations will be provided for
administration after patrol.
Personnel serving on active duty for special work
(ADSW), one-year recall (OYR), or canvasser recruiter
(CANREC) and serving on active duty for cumulative
periods of 1 year or more take active duty examinations.
Personnel on annual training (AT) or on special active
duty for training (ADT) orders of any duration take an
inactive Reserve examination.
Refer to paragraph 501.1 of BUPERSINST
1430.16D for more information and instructions on
ordering Cryptologic Technician (CT) examinations.
SUPPLEMENTARY ORDERS
Use the NETPMSA 1418/6 form, letter,
NAVGRAM, or message to request supplementary
orders. Additional requirements determined within 1
month of the examination date should be submitted by
message to NETPMSA. List examinations
alphabetically by rating including rating specialties;
for example, TMT3, AWN2, ATI1. Include the unit
identification code (UIC) for the ordering activity and
the ship-to activity if different than the ordering
activity.
SUBSTITUTE EXAMINATIONS
Substitute examinations are administered to
individual candidates E-4 through E-6 who, through no
fault of their own, were unable to participate in the
examination at the regularly scheduled time.
CRITERIA FOR SUBSTITUTE
EXAMINATION REQUESTS
Requests for substitute examinations often result
from administrative errors or poor planning on the part
of individual commands. Supplies of examinations used
for that purpose are extremely limited.
Commands should anticipate requirements for
substitute examinations, when possible, before the
regular examination dates. The need for substitute
examinations can normally be determined before or
within a day or two after the scheduled Navywide
advancement examination. Each late request for
substitute examinations must contain valid justification
based on the following criteria and other criteria in
paragraph 502.1 of BUPERSINST 1430.16D:
The candidate(s) concerned must have been
recommended and eligible for participation in the
regularly scheduled examination.
The candidates absence from the regularly
scheduled examination must have been through
no fault of an individual; for example, the result
of emergency leave.
REQUEST FOR SUBSTITUTE
EXAMINATIONS
NETPMSA will normally approve requests for
substitute examinations submitted with appropriate
justification and within the schedule that follows:
